Royal Order of July 17, 1799 issued by King Carlos IV in order to consolidate the value of the Royal Bonds by fixing said value at six per cent of their initial value without taking into account their accrued interest. It also establishes the creation of discount houses in the capitals of the provinces of the Kingdom to facilitate the cashing of these bonds.
